These Terms of Service apply to all corporate clients and partner organizations accessing this official website, making inquiries, scheduling appointments, or purchasing graduate recruitment services from TOMLIN PERSONNEL LIMITED. These terms define the rules of cooperation, transaction models, the scope of rights and responsibilities, and operational standards. All online inquiries and offline partnership agreements are deemed to comply with these terms and are legally binding.
I. Service Overview
Our company’s core business is graduate recruitment, focusing on providing support to corporate clients in hiring recent graduates and candidates for entry-level positions. Our services cover a comprehensive range of roles, including long-term full-time positions, short-term staffing assignments, and entry-level professional roles. We provide end-to-end support—including aligning hiring needs, candidate sourcing, initial resume screening, qualification verification, targeted talent recommendations, and recruitment process management—to help enterprises build a young talent pipeline while matching candidates with high-quality roles that align with their qualifications, skills, and career plans.
Before initiating any recruitment service project, we engage in thorough communication with the client to clarify job requirements, the scope of service, operational details, and fees. Services commence only after mutual agreement is reached; the entire cooperation process is transparent, ensuring the protection of both parties’ legal rights.
II. Transaction Model (One-time Service; Non-subscription Model)
All recruitment services provided through this website and by our company operate on a one-time, project-based payment model. We do not offer subscription services, nor do we employ automatic renewals or recurring periodic billing mechanisms.
Each recruitment transaction is treated as an independent billing unit based on a single project. Clients pay only for the specific recruitment service currently booked and confirmed; there are no monthly, quarterly, or annual automatic subscriptions, ongoing charges, or hidden recurring fees. Upon the completion of a project or the end of the service term, the cooperation concludes automatically. No further service fees are incurred, and clients are not required to manually cancel subscriptions, disable renewals, or request the termination of recurring services.
Should new recruitment needs arise, clients may initiate a separate request for services. Both parties will re-confirm the terms and fees for the new project, which operates independently of any past engagements. We strictly prohibit billing models involving default subscriptions, automatic renewals, or bundled recurring services; all charges result from proactive payments confirmed in advance for specific, individual projects.
III. Service Cooperation Process
1. Requirement Communication: The client submits corporate recruitment needs via the official website, email, or telephone. Our dedicated team thoroughly analyzes core information, including hiring standards, skill requirements, and team fit.
2. Terms Confirmation: Both parties confirm the scope, duration, and content of the recruitment project, as well as the associated fees and terms of cooperation.
3. Project Initiation: Upon reaching a consensus, the full recruitment process—including talent sourcing, candidate screening, qualification verification, and targeted recommendations—is officially launched.
4. Service Delivery: We continuously monitor the recruitment process, provide updates on interview and communication progress, and complete all services agreed upon for the project.
5. Project Conclusion: Once all services for the specific recruitment project are delivered, the cooperation concludes; there are no ongoing services or subsequent charges.
IV. Client Rights and Responsibilities
The client must ensure that all information provided to us—including corporate details, job descriptions, hiring requirements, and qualification documents—is authentic, lawful, and complete; the provision of false, non-compliant, or invalid information is prohibited. The client must provide timely updates on recruitment progress, interview results, and hiring intentions, and actively cooperate with us to facilitate talent matching and recruitment coordination. The client holds the final decision-making authority regarding candidate interviews, hiring, and onboarding, and independently assumes all employment-related responsibilities, such as compliance, background checks, and the payment of salaries and benefits.
V. Our Service Rights and Responsibilities
We provide standardized recruitment services in strict accordance with the terms confirmed by both parties. We conduct talent sourcing, screening, and recommendations in full compliance with regulations, ensuring a standardized, transparent, and efficient service process. We are responsible for the preliminary verification of basic candidate qualifications but do not assume liability for the final verification of academic credentials, work history, or professional qualifications. We do not guarantee 100% onboarding, confirmation of employment, or future job performance; our role is limited to providing professional talent matching and recruitment assistance.
VI. Service Changes and Termination
During the service period of a specific project, should there be a need to modify service content, job requirements, or the service duration, the client must notify us in writing via the official email address. Such changes may only be implemented upon mutual agreement. This service terminates automatically upon the full delivery of the agreed-upon recruitment project. Should the cooperation need to be terminated prior to project completion, mutual agreement is required; costs already incurred for candidate sourcing and screening shall be settled in accordance with pre-agreed terms, and no refunds are applicable.
VII. Service Disclaimer
We shall not be held liable for breach of contract or provide refunds (including “no-reason” refunds) if recruitment fails due to factors beyond our control, such as the client providing false job information, delaying feedback on recruitment progress, unilaterally altering hiring criteria, or candidates voluntarily withdrawing from interviews or declining job offers. Our company provides only talent recruitment matching and consulting services; we do not engage in labor dispatch, HR outsourcing, or employment guarantees, and we bear no liability for employment or labor disputes arising between the client and the candidate.
